Copy the lips and inner mouth polygons, paste them on a new layer.

On a new layer, with the mouth in background, create a first bunch of polygons following the mouth profile and give them a new surface "gums".

Extrude on the Y axis the gums polygons and adjust on the Y axis to better fit the mouth.

Bandsaw with 1 division the lower part of the gums, where teeth will be added then Bandsaw with 1 division the first segment of gums.

Smooth Shift the first segment of gums and stretch it a little, then pull it inside the gums and give ti a new surface "teeth".

Smooth Shift again to create a basic geometry for the first tooth then Knife or Bandsaw it to add geometry.

Stretch down the point of the tooth then Bandsaw the tipo to add detail.
