Use Bandsaw with 3 divisions to subdivide the eye socket, then join the eyeball layer (shift + layer number) and move the vertex to fit the socket to the eyeball.

The location for the eye is now ready, flip again polygons (f) to finish the eyelid polygons.

Going on with the forehead: create a basic geometry and subdivide it via Bandsaw with 2 divisions to fit the reference.

Add more detail via Bandsaw to the orbital arch, then move the vertexes to get a similar reference forehead.
